Development of new solar projects, both ground-based or roof-based, requires skilled labourers to construct safe environmental and electrical systems. The availability of a skilled workforce can be a limiting factor, which may be addressable by upskilling and reskilling efforts, such through the European Pact for Skills.
For centralised solar projects, construction likely includes the development of roads for access, on-site buildings for maintenance equipment, and transmission infrastructure. For distributed systems, construction may require rooftop inspections or reinforcements along with the use specialised equipment such as cranes to access rooftop locations.
